The giant that was the commercial real estate market has fallen. The old saying goes, “the bigger they are, the harder they fall,” but this adage is usually used for examples that don’t have the chance to recover. The commercial real estate market is pushing to repossession itself for a positive 2011, and so far the efforts seem to be working.

Taxes are a big reason for a possible optimistic outlook in the near future for commercial investors and their properties. In previous years, the federal government has tried to spur the growth in the residential housing market by using tax incentives. This act, called the Community Recovery and Enhancement Act, is meant to jump start investment and could help prevent job losses, stop foreclosures and strengthen banks. Investors would be able to deduct losses from their taxes and put more capital into new projects

This act is not the only thing helping out the market. A slew of billion dollar investments have significantly improved the economic conditions past where they once were. These ventures have not only slowly increased many banks’ confidence in beginning the lending process again, but it also decreased the amount of outstanding commercial mortgage debt. Now that commercial real estate is showing signs of turning around, the signs are looking good for potential buyers. Now commercial real estate and residential real estate are pretty different when you take an outside look at the definitions: commercial real estate is for businesses that want to turn a profit while most residential real estate is for personal use. The two markets, though separated by trade, are both connected through the market that drives housing prices to fluctuate. The market mainly varies because of the amount of cash flows available to the public and the rates that banks are willing to charge. During this recessions (still ongoing but starting to free up in some areas) cash flows from home and business owners dried up and forced foreclosures that put owners and renters in dire consequences.

James Antoyan, at JLA Real Estate group is finding that due to factors previously stated, the tables are starting to turn in favor of buyers. Losing a major tenant is a painful and potentially harmful financial event for a real estate owner and that is why rent and housing prices are starting to come down in many areas. Even though housing prices may be getting cheaper, possible buyers may not have the credentials to purchase them. In the past three years, the Inland Empire has had the highest amount of foreclosed houses on the market with a staggering 62% of residential houses sold coming from distressed sellers. All of these families who were foreclosed upon will need to take five to seven years to try and rebuild their credit scores in order to get a bank to trust them again with another loan. Owners are realizing that buying property can be a fickle negotiation right now and are offering many reduced renting prices because they need the revenues just as badly as the tenants need a place to live.

Three years after one of the biggest market collapses ever, the market is slowly being rebuilt from the ground up with the customer in mind.

WASHINGTON – Congressman Jerry Lewis and Congressman Ken Calvert Monday urged U.S. Transportation Secretary Ray LaHood to have the Federal Aviation Administration intervene in reversing the decline of Ontario International Airport or face the imminent loss of an important aviation asset.

Lewis and Calvert also wrote to Los Angeles Mayor Antonio Villaraigosa, warning that the city’s Los Angeles World Airports agency must take immediate steps to either improve business at Ontario or turn it over to Inland Empire officials to operate and market. Without immediate action, Lewis and Calvert warned that the airport may be lost to the region.

“We strongly urge DOT to closely examine Los Angeles World Airport’s governance of Ontario International Airport,” the congressmen wrote to LaHood. “As currently structured, the aviation, traffic, and environmental needs of southern California are not being satisfied. Without action, we are precariously close to losing the airport, a vital component to the economic health of San Bernardino and Riverside counties.”

As frequent flyers in and out of Ontario, Congressman Lewis and Congressman Calvert have become alarmed by the sharp decline in airline service at the Inland Empire’s only commercial airport. Their concern has been heightened by recent news accounts indicating that LAWA appears to have no plan to entice more flights into the airport.

“While air travel nationwide has declined, passenger traffic at LAX has actually increased over last year, while Ontario is often completely deserted these days,” Lewis said. “I understand why Los Angeles would make protecting LAX a priority – but that is all the more reason why we need to move control to our local officials who would provide similar support for Ontario.”

“Maximizing the potential of a medium-hub, full-service airport such as Ontario Airport is key to the success of the Inland Empire, especially at a time when our economy is struggling,” Calvert said.

Once a rising star among midsize airports, Ontario is now faced with many challenges, the congressmen wrote to Villaraigosa. Saddled with high fees and expensive fares, Ontario has lost an estimated 8,000 airport related jobs and $400 million in yearly business activity. Flights have been reduced by 47% and 60% fewer destinations are served. The airport has lost a third of its passengers since 2007. The impact of Ontario’s troubles on the already struggling Inland Empire has been enormous.

The FAA has been an eager supporter of the Los Angeles World Airports’ plan to spread air traffic more evenly among airports throughout the Southern California region. By turning its focus almost entirely on LAX at the expense of Ontario operations, LAWA is seriously undermining that plan, Lewis and Calvert said. It is time to turn the operations over to more local control – either the city of Ontario or some Inland Empire airport authority – to ensure some agency is focused entirely on the success of the local airport, he said.

“Los Angeles has been a big investor in the success of Ontario, but so has the FAA, and time is running short for us to protect that investment,” Lewis said. “We need aggressive management now that will work for the improvement of Ontario, and not have to worry if more flights in one location might result in fewer somewhere else.”

“Aggressively planning for the future of Ontario airport and making it a strong alternative to LAX for passengers benefits everyone,” Calvert said.

Lewis worked closely with LaHood during his time in Congress, when they were both members of the House Appropriations Committee for many years. Lewis and Calvert, who is also a member of the committee, hope to draw on their relationship with LaHood to convince the FAA to push for a resolution to the Ontario decline.

Donald, who was diagnosed with leukemia a few years ago, recently had a wish granted to have his ’65 Mustang restored. The crew at Barry’s Speed Shop in Corona partnered with Make-A-Wish to help make this happen. After a lot of hard work and late nights, Donald’s Mustang was finally finished. As the shiny, metallic gray car was unveiled, the smile on Donald’s face grew wider and wider.

Donald is one of more than 300 local kids who will have a wish granted this year through the Make-A-Wish Foundation of Orange County and the Inland Empire.

Ancient Mesoamerican peoples relied on close observation of the natural world and its inhabitants in order to understand the workings of the cosmos. For cultures such as the Olmec, Maya, and Aztec, the world was often understood through a series of rich metaphors involving reptiles. The earth could be viewed as a massive crocodile, turtle, or iguana, and maize, a staple of Mesoamerican diets, was frequently imbued with reptilian attributes. Occasionally symbolism converged, casting the life-sustaining World Tree at the center of the cosmos as a reptile that sprouts maize from its tail. These metaphors can be understood through observation of the characteristics and behaviors of reptiles.

INLAND EMPIRE, CA–CREW (Commercial Real Estate Women) Inland Empire and the American Heart Association Inland Empire Division are hosting the 2nd Annual “Wine Does the Heart Good” charity dinner event on Oct. 25. The event is being held from 5:30 p.m. to 8 p.m. at the Victoria Club, 2521 Arroyo Drive in Riverside. Highlights of the event will include a full dinner, complimentary wine and a silent auction.

This charity event was established last year to raise funds to provide scholarship opportunities to local young women pursuing careers in commercial real estate, and to create awareness about female heart disease.

“Heart disease is now the number one cause of death among women,” said Judi Staats, president of CREW Inland Empire. “The event allows attendees to practice a healthy heart exercise–sharing a glass of wine with friends–while raising funds for heart disease education and real estate scholarships.”

Proceeds from the event will go to support the American Heart Association’s community outreach programs that educate people about the cause and prevention of heart attacks. A portion of the proceeds will also go to CREW Inland Empire’s scholarship program, which aims to mentor and increase the number of women working in the commercial real estate industry.

“Combining networking, food and wine, and a chance to support both healthy heart education and scholarships for women in the real estate industry helped make last year’s fundraiser a sold out event,” said Mary Sullivan, CREW Inland Empire special events board member. “This year we expanded the event and invite all local community and business members to join us for good food, wine and a chance to give back. Basically a chance to – Sip, savor, socialize and support.”

Local business and community members are invited to support the cause. Attendance is $55 before Oct. 18, and $65 after. Register at www.crew-ie.org.

About CREW Inland Empire

Record $12 billion 1st Quarter Followed By Return to Pre-Recession Levels

WASHINGTON – Spurred in part by unprecedented loan volume in the year’s first quarter, small business loans backed by the U.S. Small Business Administration in FY2011 reached the highest mark in the agency’s history, supporting over $30 billion, continuing the rebound begun in 2009 and returning to healthy pre-recession levels in the final three quarters of the year.

“SBA-backed lending continued the upward trend we saw last year,” SBA Administrator Karen Mills said. “Due to the Small Business Jobs Act and a return to pre-recession lending levels, over 61,000 small businesses had access to capital. Small businesses are the backbone of the economy and SBA has been there to help them rebound through difficult times over the past few years. First through the Recovery Act and then through the Small Business Jobs Act and new SBA lending programs, SBA has provided small businesses with the tools they need so they can grow and create jobs. As SBA lending levels continue to indicate a rebound in small business lending, we will work through new programs to fill the gaps created in the marketplace.”

During the fiscal year, which ended Sept. 30, SBA loan approvals supported $30.5 billion (61,689 loans) in lending to small businesses and start-ups through its two largest loan programs, compared to $22.6 billion (60,771 loans) in FY 2010 and $17.9 billion (50,830 loans) in FY2009.

The FY2011 total is the highest volume fiscal year in the agency’s history, surpassing the $28.5 billion mark established in FY2007. The first quarter of the year, at over $12 billion supported, was the most active single quarter ever for SBA-backed loans, with more than four times the dollar volume of the same quarter in 2009 – the first three months of the recession – and more than double the volume of any quarter over the past four years.

The unprecedented quarter was prompted by the enhancements provided under the Small Business Jobs Act, which were in effect. The loan enhancements allowed SBA to raise the guarantee on its 7(a) loans to 90 percent and waive fees on both its 7(a) and 504 loans.

The totals for FY2011 include 53,706 loans $19.63 billion under the agency’s largest loan program, the 7(a) General Business Loan program, and 7,983 loans for a total approval of $4.84 billion, supporting $10.34 billion in small business lending under the 504 Certified Development Company loan program. The “supported” amount for 504 loans includes the SBA share and third party loans that are made by commercial lenders as part of the funding package.

Those numbers compare with 7(a) totals for FY 2010 of 52,938 loans for $12.46 billion, and 504 program totals of 7,833 loans for a total supported dollar amount of $9.97 billion.

While SBA lending has returned to pre-recession lending levels, there continue to be gaps in the marketplace and small businesses that need access to capital. To help fill these gaps, SBA created two new lending programs in FY2011: Community Advantage and Small Loan Advantage. The Advantage lending programs provide streamlined applications for loans under $250,000 with the standard 7(a) guarantee in order to incentive lenders to make smaller-dollar loans. The smaller-dollar loans often go to underserved communities. Additionally, Community Advantage increases the points of access for small businesses by allowing “mission focused” lenders, such as CDFIs and microlending intermediaries, the ability to make 7(a) loans.

In FY2011, SBA has added 30 new lenders to the 7(a) lending program through the Community Advantage program.

The total for 2011 also included approximately $5.8 billion in loans to more than 16,000 start-up small businesses, the most since FY2008.

For more information about these and other SBA programs, visit the SBA Web site at www.sba.gov, or contact your local SBA field office. You can find contact information for your local SBA office at http://www.sba.gov/localresources/index.html.

Find out where fossils come from when Curator of Paleontology Eric Scott presents “Life, Death, and Discovery: a fossil journey” at the San Bernardino County Museum on Sunday, October 9 at 2:00 p.m. The illustrated lecture is included with paid museum admission. “The ground beneath our feet is full of remains of ancient animals and plants, preserved in the fossil record,” said Scott. “But how did these ancient relics get there? How, exactly, does an organism become a fossil?” Scott will discuss some of the many ways in which living creatures can become part of the rock record, and how paleontologists find fossils in those rocks—from seas to seeds, from mice to mammoths, and from tar pits to Tyrannosaurus. His talk will also reveal new details about “Life to Death to Discovery,” the featured exhibit that will greet visitors entering the museum’s new Hall of Geological Wonders. The Hall will be open for sneak peaks on National Fossil Day, October 12. The San Bernardino County Museum is at the California Street exit from Interstate 10 in Redlands.
